Research
His research focuses on legislation and societal values in information systems. In particular, he examines how regulations (e.g., GDPR, AI Act) and their underlying protective aims (such as information privacy and transparency) can be translated into socio-technical ecosystems—such as platform, service, or data ecosystems—or into information systems design. At the same time, he investigates how these laws can be interpreted to make abstract specifications more concrete and further refined by proposing policy implications derived from information systems research. In line with this focus, he also explores how interdisciplinary collaboration can be facilitated, for example, through boundary objects in the form of architectures. Consequently, his research seeks to integrate legal and ethical perspectives more deeply into the information systems field while fostering interdisciplinary engagement at the intersection of information systems, law, and ethics.

Research projects
Informing Regulatory Reasoning on Algorithmic Systems in Societal Communication with STEAM - The Socio-Technical Ecosystem Architecture Method
- Description: In the course of advancing digitalization, public communication has also undergone profound changes, without media law instruments and approaches having always fully taken these changes into account. Above all, the ideal of maintaining media diversity is still a central approach, although there are increasing signs that new types of actor constellations and the use of algorithmic systems and other technologies require new approaches. The aim of the project is to create a socio-technical ecosystem architecture methodology that provides a new and holistic perspective on ecosystems and the actors embedded in them that influence whether and how a particular content of public communication reaches an individual's media repertoire. The method builds on existing architectural concepts and includes normative concepts and frameworks with a legal and ethical background as well as horizon scanning approaches in order to enable a holistic description of an ecosystem, its actors and their dynamics of action and to identify novel threats to public communication and suitable starting points for their regulatory counteraction.

DL2030 - Digitale Dienstleistungen als Erfolgsfaktor für die Wertschöpfung der Zukunft
- Description: The research project aims to identify research and development needs, including suitable approaches that contribute to the design of innovative technology-oriented service systems with high customer benefits - as pioneers for the future competitiveness of the German economy. The aim is to strengthen the position of service research as an independent field of research and to promote its further development by identifying strategic research directions, potential and requirements. The elaborated research and development roadmap forms an essential cornerstone for the design of future research priorities in the service sector. In addition, the project lays the foundation for the German Forum for Service Research (DF)² by identifying development needs for service research and striving to reinforce the dialog between business and science in the form of the German Forum for Service Research (DF)² through suitable approaches.

Developing the socio-technical architecture method to inform policy choices in the shaping of COVID-19 digital infrastructure
- Description: In an interdisciplinary collaboration between Prof. Niva Elkin-Koren (The Buchmann Faculty of Law, Tel Aviv University, Israel) and Wolfgang Schulz (Leibniz Institute for Media Research │ Hans Bredow Institute (HBI) in Hamburg, Germany), the project aims to develop a framework to inform political decision-makers regarding the design of digital infrastructures. To this end, various COVID-19 tracking apps developed in Germany and Israel will be examined to understand the resulting implications of different design decisions. In the end, this should result in an understanding that supports the assessment of the impact of policy decisions regarding technology during crises and beyond, including the impact on human rights.

Information Governance Technologies
- Description: Networked services create a wide range of possibilities and functions, but can also lead to the dissemination of personal and personally identifiable data and thus compromise the privacy rights of individuals. The responsible integration of third parties and the appropriate handling of data is the focus of the research network “Information Governance Technologies: Ethics, Policies, Architectures and Engineering”. This is not just about technical concepts, but also about processes, or more generally about a regulatory framework for the use of IT that is not driven solely by technology, but also considers social, ethical and legal issues from the outset in order to ensure the responsible handling of data in networked ecosystems.
